The end of the first decade of the 21st century is approaching. The “Noughties” have staged major events and seen incidents that have had tremendous impacts on Thai society.
Like previous decades, celebrations and catastrophes give birth to the numerous interesting stories of the nation. They are also essential elements that define the nation’s essence and how well we can cope with challenges.
There have been a number of events and incidents throughout the decade that are significant and thus deserve their places in our historical record. In no particular chronological order, these include the 60th anniversary of the ascension to the throne by His Majesty the King celebrated in 2006 and the passing away of His Majesty’s elder sister, Her Royal Highness Princess Galyani Vadhana in January 2008.
The Noughties saw one of the worst natural disasters Thailand has ever experienced, the tsunami of December 2004. It also suffered the spread of Sars (severe acute respiratory syndrome) in 2003, the bird flu in 2004 and the H1N1 pandemic in 2009 – all effectively raised the state’s awareness of the non-traditional security threat.
In August 2003, Jemaah Islamiyah’s military leader Riduan Isamuddin, or Hambali, was arrested in Ayutthaya. In January 2004, the conflict in the Muslim-dominated southern provinces erupted and has so far taken more than 3,000 lives.
The death of Samak Sundaravej made headlines in November 2009, just a little over a year after he stepped down from the premiership. This happened almost at the same time as the impact of economic recession was felt in Thailand and others in the region.
In 2003, Thailand organised the Asia-Pacific Economic Cooperation (Apec) Economic Leaders’ Meeting. The country was much praised for its excellent preparation for the meeting that truly showcased the splendour of Thai culture.
In 2009, Thailand also hosted a series of Association of Southeast Asian Nations (Asean) meetings, as the chair of the Asean Standing Committee. Unfortunately, this time, the Thai host was held hostage by turbulent domestic politics. The Asean Plus Three meeting in Pattaya was hijacked by the red-shirted protesters, leaving nothing but a great sense of national embarrassment in front of foreign guests.
While these occurrences are undoubtedly of great consequence, there are at least four other incidents that have profoundly changed the way we live and adjust ourselves to a new political landscape.
First, the Noughties introduced us to Thaksin Shinawatra as prime minister, a new breed of politician who, in his own words, dared to think out of the box and was therefore willing to defy convention. He became the first Thai PM to win two landslide elections, serve a full four-year term and implement a myriad of populist programmes designed to empower the grassroots. Thaksin forged alliances with the marginalised people in far-flung regions who had been ignored by traditional elites.
Whether one loves or loathes Thaksin, Thailand should be thankful for his attempt to open up the limited political space long dominated by the Bangkok elites. The Thaksin phenomenon transformed the way politics had traditionally operated. Not exactly an icon of democracy himself, Thaksin rode on the wave of democratisation while emphasising the people’s power at the ballot box. He gradually constructed his own political network in competition with the network of the old money. Thailand, in the Noughties entered a totally different political game.
Second, as a result of the rise of Thaksin, this decade was blighted by the military coup of Sept 19, 2006. For the military and the traditional elites, the Thaksin threat was potentially detrimental to their power position. Hence, he had to be eliminated. But the military was wrong to presume that intervention in politics would be easy. The coup spurred an anti-military sentiment both among the pro-Thaksin base and pro-democracy Thais who perceived the military’s action as a mere plot to protect the power interests of the old elites.
Third, under the polarised political condition, the Noughties witnessed the awakening of the people’s political consciousness and their direct participation in politics on a large scale. Street demonstrations defined the state of Thai politics. Political actors, aside from performing their formal role in parliament to score political points, employed non-state actors to undermine their rivals.
Colour-coded politics has become one of the distinguishing features of the Noughties. While the People’s Alliance for Democracy (PAD) and its yellow-clad followers have worked relentlessly on behalf of the traditional elites, the red-shirted protesters represent the voice of another group of Thais who are tired of Bangkok-centric politics. Street demonstrations, occasionally turning violent, have thus far been a staple of Thai politics.
Never before have non-state actors been able to influence, even dictate, the state’s decision-making process in a way that serves their own objectives.
Finally, this has been an appalling decade for Thai-Cambodian relations. In 2003, the Royal Thai Embassy in Phnom Penh was burned down by so-called Cambodian patriots without any justifiable reason. In 2008, the conflict over the disputed Preah Vihear Temple rekindled, resulting in a series of armed clashes which lasted into 2009, killing a number of soldiers from both sides. The decade is ending with a bitter war of words between the Thai government and Cambodian Prime Minister Hun Sen and their manipulative acts that severely jeopardised bilateral relations.
As the curtain of the Noughties comes down, Thailand, enthusiastically or otherwise, is stepping into the “Tennies”. Considering the current political situation, one may anticipate the new decade to be grim and hopeless. The real challenge is thus how can we Thais continue to adapt ourselves in this precarious political environment.
